Maryland Fights Back
 
Blunting the Impact of Rising Costs - The Trump administration is triggering rising costs in Maryland through war, tariffs and DOGE cuts to energy, food, health care, disaster assistance & more. This session we lessened the damage with a few bills:
  • Lower Energy Bills (HB 1532 & HB 1): We voted to provide modest energy bill rebates (minimum of $150), but much more for low-income residents through $300 million in state assistance. Additionally, utility companies won't be able to add excessive CEO pay & travel to utility bills.
  • Stronger Data Center Regulations (HB 1532): We voted to push data centers to provide their own energy infrastructure, and for the state to independently verify how much demand actually exists (HB 270 in 2025).  
  • More Energy Generation (HB 1532): While the White House cancels renewable energy projects, we voted to continue expediting short-term new energy generation through balcony solar. This builds upon last year's efforts to push clean energy & battery storage while exploring other longer-term options.
  • Child Care Scholarships (HB 849): We voted to clear out a waiting list of thousands of Maryland parents needing assistance with child care -- including homeless children & child care workers themselves. 
  • Health Care Access: Many residents have been shielded from DOGE health care spikes, because last year Maryland temporarily extended subsidies for Medicaid & programs to keep youths insured. During Trump's first term we also embedded Obamacare reforms into Maryland law, including protections for patients with pre-existing conditions & rules allowing children to stay on parents' insurance until age 26.
  • More Housing, Especially Near Transit (HB 548 & HB 894): We voted to stop local governments from changing the zoning on housing projects that have already been approved. Additionally, to fully maximize the billions Maryland invests in transit, we voted to facilitate thousands more housing units at rail stations.
  • Protection From Digital Price-Gouging (HB 895): We passed legislation to protect shoppers from dynamic pricing at grocery stores. The bill would stop stores from charging customers different prices.
 
Protecting Immigrants, Diversity & Civil Rights  - While the Trump administration defies court orders on civil rights and ramps up mass deportation, we passed bills to defend the constitution & protect our neighbors:
  • Stop Helping ICE With Mass Deportation (HB 444, SB 791, HB 711 & SB 1): We voted to end local police & jail resources being used for federal immigration enforcement if a resident hasn't been convicted of a serious crime. We also voted to block misuse of our drivers license database for federal immigration enforcement and banned law enforcement masks.
  • Protect Voting Rights (SB 255): With the U.S. Supreme Court poised to gut the federal Voting Rights Act, we voted to protect representation in Maryland's county elections through a state Voting Rights Act.
  • Provide Justice for Violations of Constitutional Rights (HB 351): While Trump shields officials from accountability for misconduct, we voted to allow victims to use Maryland courts to sue government agents who violate their rights. I was proud to introduce this bill with Delegates Lorig Charkoudian & Ashanti Martinez.  
  • Ban Private Immigrant Detention Camps (HB 1017): While Trump tries to build warehouses to juice his mass deportation campaign, we voted to prohibit private immigration detention facilities not expressly approved by local zoning.
 
Collecting Funds Trump Illegally Withholds - The Trump administration has been repetitively withholding funds owed to Maryland communities for things like flood protection, children's mental health, reimbursements to farmers, disaster assistance, and electric vehicle charging.
 
I was proud to introduce and pass a bill (SB 828 / HB 706) with Senator Katie Fry Hester to use debt collection tactics on the White House, including putting liens on federal buildings in Maryland.  I explained the concept of federal "deadbeat debtor" bills on MSNBC:
 
 
 
Preparing for Disasters & Diseases - As the federal government walks away from science, measles has re-emerged in Maryland. Meanwhile, Trump has also decided our state is no longer worthy of disaster assistance. As a result, we took numerous steps to protect our communities:
  • Make Western Maryland Whole After Floods: We voted to provide Allegany County with $12 million after FEMA inexplicably refused to reimburse them for flood damage. Notably, FEMA approved funds for West Virginia communities impacted by the same weather event.
  • Guide Public Health With Science (HB 637): With the Trump administration abandoning immunization norms, we voted to break from the new federal theories and maintain science-based recommendations to protect public health.
  • Speed Up Disaster Assistance (HB 953): After Trump left Western Maryland stranded, we voted to enable a faster response and transfer of money into the State Disaster Recovery Fund.
  • Protect Against Future Floods: We voted to provide $9.45 million for flood mitigation grants. The Trump administration has unfortunately illegally withheld over $60 million in flood mitigation funds to Maryland communities in Crisfield, Hoopers Island and beyond.

Here are a few additional notable bills we passed:
  • Enable future Medicaid access to GLP1's & obesity care (SB 496)
  • Collective bargaining rights for nontenure track college faculty & graduate assistants (SB 6 & HB 141)
  • Ban on sale of firearms that easily convert to automatic (SB 334)
  • Stop charging & putting kids in prison with adults (SB 323)

 
The District 20 Team Brings Home Capital Funding
 
The District 20 Team (me, Sen. Will Smith & Delegates Jheanelle Wilkins & Lorig Charkoudian) brought home millions in funding for local projects this year:
  • VIVA White Oak - $15 million preauthorized for a life sciences neighborhood.
  • Springsong Museum - $1 million for a Silver Spring Rachel Carson museum.
  • Emma's Torch - $550,000 to build a culinary training & social enterprise cafe in Silver Spring for refugees, asylees & trafficking survivors.
  • MLK Jr Park - $500,000 to Montgomery Parks for a Bocce Plex and renovations including ADA access, parking lot improvements and new furnishings.
  • Takoma Park Metropolitan Branch Trail - $500,000 to improve a bike path segment on the Metropolitan Branch Trail.
  • Montgomery County Pride Center - $500,000 to build out a Silver Spring community resource center that co-locates with county partners to deliver culturally competent services.
  • Long Branch Main Street Neighborhood - $150,000 to renovate an underutilized but high visibility corner of the Long Branch Main Street on Flower Ave.
  • Korean Community Services Center - $100,000 to renovate offices for on-site social services & educational programs for a low-income seniors community.
  • WeAchieve - $450,000 for a roof replacement at a service center for intellectual and developmental disabilities.
  • Clifton Park Baptist Church & Springbrook Farm - $50,000 for a hydroponic farm.
