This week, Public Health Ontario (PHO) released its first annual public report documenting the specifics of adverse events following immunization (AEFI) reported to the Agency in 2012. Approximately 7.8 million doses of vaccine were given to Ontarians in 2012.  There were 631 reports of confirmed AEFIs of which 56 were considered serious.  Reports of AEFIs generally originate from a health professional or a vaccine recipient reporting to their local public health unit as well as from two paediatric hospitals in the province.

Of these adverse events, “the distribution of AEFI reports by age was weighted toward younger ages with over half of all reports for individuals 18 years of age and under (31.7% and 22.7% in those less than 7 years of age and 7 to 17 years of age, respectively). The proportion of AEFI reports decreased with increasing age with 20.1%, 14.3% and 11.3% among those 18 to 49, 50 to 64, and ≥65 years of age.”  

The report provides a list of the types of adverse reactions recognized to be vaccine related and categorizes the number and proportion of adverse reactions associated with any vaccine.  The most frequently reported adverse events among all confirmed reports were following Influenza (28.7%), Tdap (9.7%), DTaP-IPV-Hib (9.0%) and DTaP-IPV (8.4%) vaccines.

The highest reporting rates of AEFI by vaccine were observed with DTaP-IPV (103.9 per 100 000 doses distributed), followed by BCG (82.6 per 100 000 doses distributed), rabies (40.8 per 100 000 doses distributed), HPV4 (26.7 per 100 000 doses distributed) and HB (21.1 per 100 000 doses distributed.

At this time, we are unaware whether similar reports by other provinces and territories have been released to the public. According to the Public Health Agency of Canada (PHAC), it “collects case reports on adverse events following immunization from provincial and territorial health departments, health care professionals and the pharmaceutical industry. The data is stored in the Canadian Adverse Events Following Immunization (CAEFI) database and is used to signal adverse events that may require more in-depth investigation.”

 

The full overview of national data is NOT available for public scrutiny. At best one can file an access to information request for a specific vaccine in order to obtain a limited view of the data – a process that is both cumbersome and time consuming.  Penta Project director, Heather Fraser is still waiting for thousands of unreleased reports of vaccine reactions and injuries suffered by Canadian children when they were subjected to the experimental unlicensed vaccine, PENTA in the 1990s. Read the overview of that debacle here.  "In Canada there is no meaningful mechanism for complaint, investigation, acknowledgement or even legal recourse never mind justice for vaccine injury", writes Fraser.

Despite our inquiries over the years as to when vaccine adverse events data will be made available to the public, the PHAC and Health Canada continue to keep a tight lid on it.  We suspect that many AEFIs go unreported and that the disclosures in the recent Ontario report are just the tip of the iceberg.  In the US., it's estimated that only 1-10% of reactions and injuries are reported to VAERS, the vaccine adverse events reporting system. Most people don't know that they can report suspected vaccine reactions.  And most have never given informed consent because vaccine reaction information listed in product monographs is rarely if ever made available to patients prior to vaccination.

 

Many doctors simply refuse to report vaccine reactions telling patients that the AEFI they are experiencing is a “coincidence”.  Unlike most western nations, Canada does not have a vaccine injury compensation program other than in the province of Quebec. Vaccine injury victims in other provinces have no recourse to obtain compensation for loss of health, loss of quality of life, pain and suffering, loss of income, cost of lifetime care in the case of catastrophic injury nor compensation to families in the case of death following a vaccine reaction. The inherent injustices within the Canadian legal system have insured that no vaccine injury victim to date has been awarded compensation by the courts.
