Solution to the Jail Problem:
Let it Blow up and Get Lots of Prisoners and Officers Killed to Force a Federal Takeover
Oklahoma County Sheriff John Whetsel was in the news again a few weeks back after Oklahoma City Police publically complained about security risks caused by allowing up to 100 prisoners to roam around the jail.
Fox 25 ran a story after Oklahoma City Police complained about the security risks and the massive increase in booking time for new prisoners. Long waits are now the norm for incoming arrestees with some spending days sitting in the holding cells that are designed for several hour stays. The prisoners were not handcuffed and were roaming around freely according to police officers. Sheriff Department spokesmen claimed it was an antiquated air conditioning system that was so old that parts had to be custom made. Which of course is an outrageous lie; all air conditioning systems use the same sort of parts that are freely available from a variety of sources. Claims were made that two of the three elevator systems were broken, again something that is easily fixed by the company that installed the elevators and it is mandatory that elevators be regularly inspected and maintained according to the building codes. The reality is that Whetsel has long ago siphoned off maintenance funds into building his empire and having deputies troll the interstates for property seizures.
The security risk is immense when armed officers bring in new arrestees and have to complete the paperwork, focusing on that and not their personal security or if an inmate might be sidling up to attack, to take one of them hostage with a smuggled in knife or improvised weapon.
Whetsel has had his staff blame the influx on new police officers being untrained in booking and in making too many arrests, something that Oklahoma City Police is quick to deny. In fact there has been numerous meetings between the Sheriff Department and the Police Department but Whetsel refuses to address the issues, preferring to blame the jail itself for being in disarray. It is a poor craftsman that blames his tools goes one old saying.
But the real story behind the current crisis is simply that Oklahoma County Sheriff John Whetsel is building a pressure cooker bomb that is little different than the Boston Bombers used. Whetsel wants a new third billion dollar jail and he knows that the public won’t support the tax to fund it so his solution is to explode the jail and force the feds to take over and order a new jail built.
Whetsel is orchestrating all of this by packing the jail full of inmates like cattle cars headed to Auschwitz. It wasn’t that long ago that County Commissioner Brian Maughan first spoke out against funding a new jail and then flip flopped to supporting the new jail, allegedly because Whetsel promised to support Maughan’s Shine Program. Then, as the story goes, Whetsel spoke out against the Shine program which would have diverted people from being in jail and Whetsel needs more bodies to stoke the boiler so it will explode.
That set up a power struggle between the county commissioners and Whetsel. Maughan then starts helping to get the word out to embarrass Whetsel over the jail overcrowding and why the jail is suddenly packed past capacity. There are other players involved, you have Ravitz who is the Oklahoma County Public Defender, pushing the pre trial release program along with Maughan. They recently asked for a 2.2 million dollar budget, and increase from the current 1.6 million budget but it was denied. Ravitz and Maughan wanted to implement a program called the Ohio Risk Assessment System, a liberal soft on crime program that supposedly can predict which arrestees will re offend by asking seven questions by a shrink. The program supposedly has only a 23% success rate yet the program is being sold as the cure all for jail and prison overcrowding.
And there are other issues leading to the overcrowding at the County Jail. Whetsel gets a budget of around 50 to 60 million dollars for running the jail but he doesn’t spend that money running the jail; he uses the money for his patrol programs such as K-9 program, Reserve Deputy program, Tactical Unit program, school resource programs, or drug interdiction programs out on the Interstate Highways.
To meet the financial needs of running the jail Whetsel brings in state prisoners. Around 191 state inmates are currently being held on a long term program that pays Whetsel around $35.00 per day including medical care, which is not being paid so Whetsel is being sued. Some of these prisoners are in protective custody meaning more money is spent keeping them away from the general population. Then there is the DOC pre reception center that is booking a bus load of prisoners every day and that center is being hosted by Whetsel according to one of our sources and those prisoners provide a daily fee of $35.00 each. In all it is alleged that up to 400 state prisoners are held at any one time, providing Whetsel with an off budget slush fund of nearly a half million dollars per month.
Now these state prisoners have to be kept according to state standards. So cells that can hold four men are emptied out and two state prisoners are put in their place. Recreational hours are mandated, certain amounts of medical care, all of which skyrockets Whetsel’s budget. But the Oklahoma County taxpayer pays for all of this, not the DOC. And who are these convicts? Robbers, rapists, child molesters, desperate men some with histories of escape attempts. And when one of those buses roll in everything else stops while the paying customers are taken care of.
Last year Whetsel was in the news begging for more money saying he had 50 vacant staff positions he couldn’t fill and moaning about the state taking prisoners from his jail. Part of his problem is that the jail staff is top heavy with supervisors, cronies that are making around $8,000 per month as opposed to the Detention Officers making one fourth that amount. Can’t fire the loyalcronies that are sitting on their butts doing paperwork or cruising Ashley Madison.com all day can we?
Overseeing all of this is a lowly Detention Officer that has two weeks of “training” consisting of meetings in the hallways or side rooms of the jails, with accreditation supervisors hand feeding them the test question answer so that more of them pass the accreditation. No classroom setting, no real honestly graded tests, and after which these high school aged recruits are put in charge of murderers and rapists. Some are gang members wanting to funnel drugs into the jail.
At any given time there will be around 100 arrestees either in holding cells, roaming around loose or handcuffed to the wall. Around 200 people per day are being booked including the DOC paying customers. And there is no nice way to put this; prisoners handcuffed to the rails piss and shit in their pants as there are not enough staff present to escort them to a rest room. Other prisoners that have been there for days are not released on bond because they have to be booked before a bondsman can release them. Other city arrestees are not booked because the jail staff knows that the city will release most of them without bond to ease overcrowding. Why do the paperwork if the city cops are going to just let them out anyway is the thought.
At any given time in the receiving area there are 100 criminals and about a fifth of that many good guys if you include medical staff, jail staff, and cops bringing in arrestees. Outnumbered five to one is not a safe situation. One day a city cop working the city desk was chased by a jail lieutenant for filming a fellow officer being cat called and grouped by inmates as she was trying to book another arrestee. The jail supervisor threatened to beat up the cop and arrest the cop for taking the cell phone video of the female cop being sexually harassed and the story states that a stream of Oklahoma City cops and Oklahoma County Deputies were headed toward the jail for a confrontation over the situation.
Oklahoma County D.A. David Prater and his 2nd in command Scot Rowland were brought in to mediate a resolution of the crisis. Nothing worked of course so the Oklahoma City Police rightfully complained to the media.
Right now the population is around 2900 inmates. Sending the DOC clients back to the state and promptly processing incoming arrestees would send around 1200 inmates out of the jail, leaving plenty of room in the jail and plenty of staff if Whetsel would go back to fulfilling his primary responsibility of running the county jail. Besides the jail, under Oklahoma statutes the sheriff is responsible for courthouse security, training deputies and detention officers working the jail, transporting prisoners to court, medical facilities, to the DOC once they have been convicted, and to handle extraditions. The sheriff also handles civil processes like warrants, subpoenas, evictions, and seizures of property but these are all self funded through fees. He is required to inspect all county buildings once per year and make a report to the county commissioners and to dispose of abandoned livestock. In Oklahoma County any need to patrol the unincorporated areas of the county is quite small as municipal police departments and the state police cover 95% of the county.
Whetsel is a man on a mission and if it takes a few detention officer deaths, a few police officer deaths, or many inmate deaths to get his new jail he is not going to be deterred. Whetsel will continue to choke the jail until it blows and as usually refuse to accept any responsibilities and throw a few subordinates under the bus if needed.
Four Recent Major Hits against the State Chamber of Commerce
Since spring the Oklahoma Chamber of Commerce has taken four huge hits.
First was the defeat of incumbent GOP Chairman Dave Weston, heavily backed by the State Chamber and other RINOs. Control of the party was handed over to the conservative wing of the GOP, although Brogdon did find himself under constant attack, with a bankrupt office, and large donors refusing to support the new administration.
Second was the loss of the David Dank House seat; a seat that had been safely in Republican hands since the 1960’s. That loss was brought about by Oklahoma County GOP officials Daren Ward and Evelyn McCoy focusing on attacking the popularly elected state chairman and they were assisted by the newly elected state GOP vice chair Estela Hernandez who coveted the state chairman position. Rather than focusing on canvassing neighborhoods for the primary winner Hernandez and the Oklahoma County GOP focused on slandering and hindering Brogdon. The GOP candidate was well supported financially but most likely the GOP voters simply did not want another RINO Republican added to the dozens already infesting the legislator so they wisely stayed home rather than be forced to support a representative of the donor class.
Then there was the overturned conviction of Sooner Tea Party’s leader. Back in early 2010 the State Chamber was already telling their members at meetings that the enemy was no longer liberals or unions but the Tea Party. The vindication of Gerhart and the vindication of the ability to hold legislators accountable in very strong language was a huge setback for the State Chamber.
But the largest hit, the by far most damaging, was the take down of GOP Chairman Candidate Estela Hernandez. Anytime you see the liberal and Democrats lining up in support of a GOP candidate you know that something is rotten. Like in the 2012 Oklahoma County Sheriff election where we saw Republican County officials supporting the Democrat candidate in the General Election. Normally GOP Party elections rarely receive outside support but the liberal “newspaper” Oklahoma City Sentinel promptly supported Hernandez, calling her a “key player”.
Months earlier the RINO website the okie.com had trumpeted the decision of the RNC to name Estela Hernandez as one of the four “Rising Star” candidates, grooming Hernandez for state and national political offices. As a Hispanic and also because of Hernandez’s support for illegal immigration, the RINO lead RNC was promoting her and adding credibility in their effort to wean the rank and file Republican grassroots away from opposition to illegal immigration and to embrace amnesty programs designed to keep wages low.
Another liberal website foretold Hernandez becoming a “powerful figure” in the National GOP were she to win the State GOP Chairman post:
“If she wins the Oklahoma GOP election for chairperson Sunday, naturalized El Salvadorian immigrant Estela Hernandez could become a powerful figure in the national Republican Party.”
And one of the best confirmations that Hernandez was the pre ordained winner last Sunday was Monday’s episode of the conservative radio program The Pat Campbell Show report calling the election results a “bit of a stunner”:
“TULSA (KFAQ staff) - In a bit of a stunner Sunday, Pam Pollard was voted the new Oklahoma Republican Party chairperson, beating out acting chair Estella Hernandez, who was considered the odds-on choice to replace Randy Brogdon.”
Pollard, true to form, flat out lied about why she won the election. She was all too aware that the majority of the County GOP parties are held by RINOs, that only a state convention allowed the grassroots majority to elect Brogdon over Pollard and Dave Weston, yet Pollard claimed wide spread support from the grass roots:
"I was not surprised and that's why I continue to step up," Pollard told KFAQ. "I've had tremendous support from the grass roots. For a lot of people it wasn't a surprise because what the Oklahoma Republican Party wanted, what the Oklahoma Republican Party needed was the voice of long-term experience. I think they looked, Pat, and said what they need to do in the next six to 12 months and I'm the one with the hands-on experience to do it."
All of which was a bald faced lie as Pam Pollard is loathed by the Tea Party, 912 Groups, Ron Paul activists, and in general by conservative GOP party activists. The County GOP positions held by those groups voted for Robert Hubbard, not Pam Pollard.
Pollard also flat out lied to Pat Campbell about her knowledge of Party finances. Pollard had used a set of accounting data laid out in spreadsheet form during her campaigning for the position, pointing out the exact amount of money raised by Estela Hernandez and other key party players. She was also privy to the Party finances as she was a member of the inner circle. Rather than admitting that she was an insider she claimed this in the radio interview:
"I'm an accountant; my answer is, first of all, I don't know," Pollard said. "I haven't really seen it; I did look at it very briefly. Some of the things I want to put my business eyes on tomorrow. As you know, usually the reason you don't have any money is because you haven't raised enough or you've spent too much. So that's what I'm going to be looking at."
Pollard told the biggest whopper of the interview next when she claimed that the infighting between Hernandez and Brogdon wasn’t going to happen to her and she also attempted to insulate herself from her involvement in the incessant attacks on Brogdon:
"I know her to be a lady of high integrity," said Pollard. "I know that we all have episodes and periods in our lives that we go through tough times. I know there's a lot that happened in the past. I was not an active part of that. Do I have knowledge of it? Absolutely. "
"But the Estela Hernandez I know I'm looking forward to working with. Absolutely we can work together. She and I have been friends about 3 1/2 years since she got involved. I see no reason why we can't be a strong team together."
Utter bald faced lies. Pollard and Hernandez hate each other with a passion. Hernandez threw Pollard under the bus when the facts about the Washington D.C. trip came to light by revealing that Pollard went along on the same trip to support the Senate amnesty legislation. Pollard was so worried about Hernandez coming after her that immediately after winning the election she spoke of putting rules in place to limit future discord or someone going outside the party to the press to undermine the GOP Chairman.
On Tuesday morning Sooner Tea Party leader Al Gerhart was interviewed on the Pat Campbell Show where the story of how Pam Pollard came to win the GOP Chairman election actually came about, including the released tapes of Estela Hernandez berating Brogdon back in June and the video sent to the County GOP officials showing Estela’s husband and business partner chuckling about the private investigator attempting to speak English with one of Estela’s employees.
But the crux of the story is another loss for the State Chamber of Commerce. Their carefully groomed candidate for Chairman was utterly defeated even with the vote fraud that went down. Estela Hernandez was soundly rejected by about half of the RINO faction, showing that even they have some respect for the Party Platform and how that aligns with the mood of the public.
The next legislative session is going to be interesting as the State Chamber has met open rebellion in the House of Representatives and only controls the Senate and the Governor’s office. With confrontational politics ruled protected free speech, even more protected political speech, and with the use of the state blackmail statute firmly nailed down into its proper form, citizen activists are set free to hammer their corrupt legislators with impunity.
The phrase “When people fear the government we have tyranny. When the government fears the people we have liberty.” is usually mistakenly attributed to Thomas Jefferson. In reality it was first used by John Basil Barnhill in an article in defense of capitalism entitled “Indictment of Socialism No. 3” published in 1914. Regardless of the source of the quote it is one of the most profound statements related to how government ought to function. The ability to not mince words or have the sword of blackmail charges hanging over a citizen’s head is going to encourage even more negative blowback against corruption and unfulfilled campaign promises.
The Oklahoman has found a New Enemy;
Populism, the Unwashed Masses Threatening Rule by the Elite
Saturday saw an Oklahoman editorial slamming what they considered raging populism, another fine word decrying the loss of control by the elite and the gaining of control by the average citizen.
Ill content to be happy with Pam Pollard’s election as their second choice to lead the GOP, they had to lament and lambast former Chairman Randy Brogdon’s brief tenure, bringing up the TC Ryan domestic violence charges and the Face book page that equated food stamp recipients to feeding the bears. However the neglected to point out that the attack mail post cards against Hernandez contained police information on Preston Doerflinger alleging domestic violence! They also neglected to mention the post on Pollard’s own Republican Women’s Club Face book page comparing welfare with lynching a black man!
The editorial goes on with a story about Hillary Clinton and the Democratic Debate calling the debate an “expected outburst of class envy and rampant populism”.
.The Oklahoman of course is smart to be concerned about the re emergence of populism. And what exactly is this populism that has got their panties in such a wad? Populism is a political doctrine that appeals to the conceptions and interests of the majority of the population, usually to push back against entrenched special interests that control the politics and government.
In other words populist politicians and activists side with the common people against the ruling elite. The elite fear populism, claiming that irrationality and instability will result. What they truly fear is that the ruling elite will be bypassed and that the spigot to the trough will be turned off. The same fears sparked the peasant wars in Germany around the time that the equally populist idea that the Bible be printed so that the average Christian could read the Bible and bypass the priestly class. These groups included the Pilgrims that immigrated to America for religious freedom, the backers of the America Revolution, and even the Tea Party itself is certainly a populist organization.
The purpose of course is to stampede the donor class into opening their wallets further so that the House of Representatives can be re purchased and of course that the populist campaign of Donald Trump be defeated along with the remnants of the conservatives, Tea Party, 912 Groups, and any remaining libertarians.
Candidates are Coming out and Preparing for the Primaries

The candidates for State Senate and Congressional seats are beginning to make themselves known. The first that we have become aware of is to replace the term limited Senator Mike Mazzei (R). The candidate is retired Tulsa Police Officer Craig Murray. We started our research on Mr. Murray by going to www.ok.gov/ethicscommission
We were disappointed, but not surprised at what we did not find. As of this day October 13/ 2015, Mr. Murray has not filed any documents for his candidacy for the office of Senator of District 25. We would hope that Officer Murray is aware that he cannot accept donations for his campaign until all such paperwork is filed. This is something that we will be keeping an eye on.
There was not a lot out there on Murray except for the usual PR awards from the Tulsa Police Department and we ignored those as most of these in house awards lack credibility.
We next found Mr. Murray’s campaign site at www.murrayforoksenate.com. He is the son of a Tulsa Police Officer and has a son on the police force. Home - Craig Murray for OK Senate.
We next took a look at his Issues page here Issues - Craig Murray for OK Senate. With the Tulsa Public Schools still using the Common Core Standards, Mr. Murray rails against not only the Common Core Standards but the No Child Left Behind Program saying both have failed our children miserably. However he seems to find the magic solution in funding instead of using existing funding wisely. In other items affecting the state such as prison overcrowding, he takes a different approach. He is against letting them out just to reoffend and be sent back. But again Murray brings up funding as if we weren’t spending enough already on the prison system. It’s time that liberal political correctness and the Oklahoma State Chamber of Commerce take a back seat to the safety of the Citizens of the State of Oklahoma but we have to be careful of anyone that decrees that the problem is that we aren’t taxed enough already.
In closing we cannot and will not make a recommendation at this time. This candidate has not officially filed for the office and there are other considerations we must take in before a recommendation would be made. We do wish Mr. Murray well and we will be keeping an eye on his progress.
