Cats, like humans and many species with vision as we know it, often use their eyes for communication in addition to simply looking around, navigating their space, and self-protection. Since it's typically regarded as threatening or intimidating to stare at a cat, we may misinterpret their staring at us as negative, too.  But it's more likely they're just gazing at us because they love us.
