The Toxics Reduction Act came into effect on January 1, 2010. It will require approximately 2000 Ontario manufacturers, and some mining companies, to undertake toxic substance accounting, planning, and reporting, if reporting requirements are satisfied. The plan and report must be certified by the highest ranking official at the facility who has management responsibilities. Additional draft regulations are being planned, including the requirement for certified planners (who would also certify the plan and report). Phil’s presentation will provide a practical overview of Ontario’s Toxic Reduction Act and the proposed training and licensure model. He will discuss some success stories from Massachusetts industries, potential opportunities for Ontario manufacturers, and guidance on reporting. |

Phil
Girard is the V.P. of the Air & Noise Group of Pinchin Environmental and is
licensed with Professional Engineers Ontario as a consulting engineer. For
the past 25 years Phil and his team have been working with Ontario industry
to help them achieve compliance. Each year Phil delivers seminars and
training on air and noise compliance and pollution abatement and for the
past few years he has been travelling around the province providing odour
and olfactometry training to the Ministry of the Environment. In anticipation of Ontario’s pending toxics reduction legislation, Phil attended the University of Massachusetts last fall and became trained and certified as a Toxics Use Reduction Planner. Pinchin Environmental Ltd. is part of the Pinchin Group of Companies with over 450 staff in 32 offices across the country. The company was established in 1981 by Dr. Don Pinchin. They provide consulting and engineering services in a variety of environmental and safety focused facets. |
